Title One works with students who have difficulty with reading.  These difficulties may include reading fluency, comprehension, phonemic awareness, phonics, or vocabulary.  Title One works with students in Kindergarten through 6th grade at the elementary school, and 7th and 8th graders at the Jr. High.  Title One is considered Tier II of the RtI plan that has been implemented in Illinois.
